Small Business Initiative
To advance the Port of Seattle’s mission to create economic vitality in the region, Port commissioners adopted the Small Business Initiative in May 2003. The initiative ensures equal access and opportunity to all firms that wish to provide products or services to the Port.

The Port’s goal is to develop and expand mutually advantageous business relationships with local small businesses, and firms owned and operated by minorities, women and the disabled.

We seek the best-valued, highest-quality products and services by encouraging competition among our vendors, suppliers, contractors and consultants.

Qualified Small Businesses

The Port invites all owners of small businesses to apply for status as qualified small businesses. The Port uses industry-specific criteria modeled after the United States Small Business Administration standards to qualify small businesses. Criteria include company size (number of employees), annual revenue and principal owner’s net worth. Business must not exceed the SBA for maximum average annual receipts or maximum average number of employee size for the relevant North American Industry Classification System (NAICS) industry category or categories.

Firms certified by the Washington State Office of Minority and Women's Business Enterprises, the Northwest Minority Business Council, or any Women's Business Enterprise National Council affiliate can qualify after the Port verifies their business information.

Small Business Roster

Small businesses can indicate their interest in doing business with the Port and describe their products and services through our new Web tool, the Small Business Roster.  Port employees will use this tool to search for firms offering products and services the Port needs. The Small Business Roster lists:

  • Qualified small businesses
  • All firms actively doing business with the Port
  • All firms registered in the Port’s Small Works and Consultants & Contractors rosters
  • Small Business FAQs

Effective December 1, 2006

Disadvantaged Business Enterprise (DBE) Goal for Fiscal Year 2006/2007

It is the policy of the Port of Seattle to provide Disadvantaged Business Enterprises (DBEs) the opportunity to participate in contracts for Third Runway Project which is financed in whole or part with funds from the Federal Aviation Administration. For this reason the Port of Seattle has established a Fiscal Year 2006/2007 Race Neutral Goal of 16% for the DBE Program. A description of the goal and the process for establishing the goal are available for review during the regular business hours by contacting, René Finnie, DBE Liaison, Port of Seattle, P.O. The DBE Goal and rationale will be available for inspection for 45 days following the date of this notice.
